On July 14, 2026, the Legal Information Center of CCTT and the CCTT Electronic Seals project hosted the Second Webinar dedicated to the practical aspects of applying electronic seals. The event was organized to ensure timely preparation of foreign economic activity (FEA) participants for working in the new conditions.
The key speaker of the webinar was Maxim Dementchuk, Commercial Director of Center for Digital Platforms Development (CDPD). He covered the main parameters of using navigation seals for monitoring railway transportation across the EAEU territory and answered participants' questions about what a carrier needs to perform transportation using a navigation seal. During the session, typical scenarios of working with the system, as well as specifics of transportation registration and monitoring were discussed.
In accordance with the requirements of the Eurasian Economic Union (EAEU) Agreement on the use of navigation seals, the II stage of tracking goods transported across the territory of two or more EAEU countries will be launched on July 31, 2026.
The Agreement on the use of navigation seals for tracking goods transportation within the EAEU was signed by the heads of the EAEU member states in April 2023. Based on the decision of the Eurasian Economic Commission Board, tracking of transportation under the Agreement began on February 11 of the current year.
To implement the provisions of the Agreement, each Union country has designated an authorized national sealing operator. In the Russian Federation, this operator is the Center for Digital Platforms Development (CDPD) company.
The implementation of the II stage of the tracking system is aimed at:
• Increasing transparency and security of transit transportation
• Reducing the time required for control procedures
• Forming a unified digital space for cargo flow control within the EAEU
Following the webinar, methodological materials have been prepared and will be posted in a special section on the official CCTT website. Participants of the event also gained access to a database of frequently asked questions and operational support contact channels.
