Project objectives:

  • Organisation and coordination of work on the following tasks: 

    • Transportation tracking, provision of data on the shipping process and safety of freight; 

    • Safety of transportation and prevention of illegal actions; 

    • Reduction of costs through optimization of the transportation process, control functions, mitigation of insurance risks, etc.; 

    • Development of initiatives for federal authorities to ensure higher efficiency of state control.

  • Generating proposals to amend and complement international laws and regulation  in application of electronic seals.


Project tasks

  • In the short-term in cooperation with EAEU partners to define the advantages of application of the navigation seals, aiming at speeding-up container trains operations in EAEU territory, as well as offering freight owners additional services (safety, monitoring, insurance, etc.) in the 1520 mm gauge for state control bodies, rail carriers, and other participants of the transportation process.
  • Development of an international agreement to use navigation seals (considering interests of the business) and seals draft requirements.
  • In the long-term to widen the geography of the through-application of electronic seals in China and the EU.

Areas of work

  • Analysis of the existing practice to apply electronic seals (the experience of the Russian Federation in transporting the sanctioned freights with navigation seals; SNCF experience (French Railways); experience of Maersk (smart containers), etc.). 

  • Development of joint solutions/recommendations with participation of the interested companies and state bodies across the following areas:

    • Requirements to electronic seals;
    • The procedure of interaction between operators providing monitoring/tracking services;
    • Simplification of administration, etc.
  • Interaction with relevant international organisations (UIC, OSJD, CIT, EEC, UN ECE ITC, ESCAP, UPU, WCO, UIRR, etc.).

  • Assistance in organising pilot transportation with electronic seals.

  • Facilitating cooperation on the international level in application of electronic seals.

  • Sharing information on the Project activities and results achieved.

  • Consideration of matters related to use of devices for control and transfer of data on the conditions of the transportation of freights in cars and containers (e.g. air temperature provided by the cooling system of the refrigerator car or container; jarring load of the car and/or container at gravity marshalling yard).
